Central Arizona Project
In 1922, representatives from the seven states of the Colorado River Basin (Arizona, California, Nevada, New Mexico, Wyoming, Colorado, and Utah) and the United States government met to negotiate their shares of the Colorado River water; resulting in the signing of the Colorado River Compact. Through the negotiations Arizona was allotted 2.8 million acre feet (one AF equals 325,851 gal.) of Colorado River water per year, which created the need for some type of water management.
In 1946, the Central Arizona Project Association was formed to educate Arizonans about the need for CAP and to motivate Congress to authorize its construction. Twenty-two years later, President Lyndon Johnson approved a bill authorizing the construction of CAP. The bill enabled the Bureau of Reclamation of the Department of the Interior to fund and construct CAP. Also, the new bill allowed for another entity to repay the federal government for certain costs of construction when the system was complete; in 1971 the Central Arizona Water Conservation District was created to provide a means for Arizona to repay the federal government for the acquired construction costs. Construction of the CAP began at Lake Havasu in 1973 and was completed south of Tucson twenty years later.
Today the Central Arizona Project (CAP) is the representative of central Arizona’s Colorado River water rights and also a collaborative leader in Arizona's water community.
